The German system of Dual Vocational Education and Training (VET) has grown and proven itself to be successful over the last centuries; it is perfectly placed to bridge the gap between the increasing need for theoretical knowledge and real world application of these skills. The German system encourages the direct involvement and ownership of the industry in the educational process and is in demand all over the globe - also in India.

VET plays a vital role in India’s further development, especially in the light of Prime Minister Modi’s “Make in India” campaign that aims to encourage multi-national, as well as domestic companies to manufacture their products in India. Even as market conditions are changing, qualified and specialized personnel will continue to be in high demand to operate the machinery of the future.

The cooperation between India and Germany in VET has gained momentum in recent years. Especially the idea of a cluster approach emerged and the idea of trying out the dual principals in a holistic environment of selected industry clusters has found many supporters. The IGCC is part of this aim and helps the industry with their need of quality VET and eventually well-skilled staff. Our VET services are offered under the brand DUALpro.

What we have done so far:

As part of DUALpro, the project VETnet has come a long way - after establishing a VET Council and specialized working groups in 2014, intensive discussions started and brought industry representatives together. In cooperation with some of these companies, IGCC conducted a pilot course in Metal Working in early 2015 together with the school partner Don Bosco Private Industrial Training Institute in Pune. The training showed positive results in terms of progress in the learning of the trainees and feedback from the participating companies. Based on this, several companies requested the IGCC to extend the course and develop a one year training for Industry Mechanics. This training course has started in November 2015. The course enables them to focus on practical skills and applications, get shop floor experience in their respective training companies and join the working world immediately after graduation with great prospects for their future.  IGCC will start the next training course in industry mechanics in January 2017.

The project is sponsored by the German Federal Ministry of Research and Education (BMBF) and is coordinated by the Association of German Chambers of Industry and Commerce (DIHK) and carried out by nine participating German chambers abroad (AHKs) - one of them the Indo-German Chamber of Commerce.

Sri Lanka

Since the 1950s Vocational Education and Training (VET) has been a key area in the bilateral cooperation between Sri Lanka and Germany. The key pillar of a state-of-the-art VET system remains the active involvement of industry. Therefore, the Indo-German Chamber of Commerce (IGCC) with its Sri Lanka Desk and Vocational Education and Training Department, under the patronage of the Embassy of the Federal Republic of Germany in Colombo and with the support of the Sri Lanka Germany Business Council joined with representatives of the private industry, training institutes and the Government to launch the Sri Lanka Vocational Education and Training Network on 4 October 2016.

With the aim to further expand the cooperation in the field of VET, the IGCC, the Embassy of the Federal Republic of Germany in Colombo and the Sri Lanka Germany Business Council want to provide a platform to exchange ideas and start new initiatives and also bring together German and Sri Lankan players who have already initiated successful models.

Part of this endeavour to further promote the cause of VET and bring the different stakeholders closer together is a newsletter on VET activities in Sri Lanka. To subscribe, please send a mail to dualpro(at)

The IGCC and German industry plan further activities in the field of VET in Sri Lanka. For a start a special focus with be on two industries: manufacturing and hospitality. If you would like to join the activities as well as the IGCC VET Council please get in touch with us at: dualpro(at)
