'Hand in Hand for International Talents' is a joint pilot project by the Federal Employment Agency and DIHK Service GmbH, funded by the Federal Ministry for Economic Affairs and Energy. Running from April 2024 to December 2027, the project aims to attract and place qualified specialists from third countries into IHK professions in Germany. The Indo-German Chamber of Commerce (IGCC) is the local implementation partner for the HiH project in India, responsible for identifying and preparing candidates for employment in Germany.
As part of this process, project participants must be proficient in German up to the B1 level. Therefore, the IGCC invites language service providers to apply for a contract to deliver high-quality German language training to these participants.
The target group includes professionals from sectors such as electricians, construction electrics, metal workers, culinary professions, and hotel service in India. The selected service provider will conduct language placement tests, offer online German courses from A1 to B1 levels, and provide entry opportunities into regular language courses based on participants' schedules and availability. Courses will be designed for groups of up to 15, with all necessary learning materials provided and continuous individual support ensured.
The service provider must report absences or disruptive behaviors immediately and ensure seamless transitions between course levels with regular progress updates. Qualified teachers with experience in teaching German as a foreign language are required, along with detailed course duration and intensity information.
Courses are expected to start on July 1, 2026, and end on December 31, 2027, with the goal of completing B1 level within 12 months. Participants with prior knowledge should have access to advanced levels in regular classes. More information about the target audience, expected scope, duration of the contract, participants numbers, quality compliance and criteria for awarding the contract can be found in this description (Annex 2: Description for Services).
Interested language service providers must submit their offers, including a per-person cost breakdown, by 25 June 2026 to sapna.bhosle@indo-german.com. The IGCC looks forward to receiving proposals from qualified providers to support this important migration project.
